Shanghai, May 10 (Reporter Li Yi) The programmatic document that determines the future development of Shanghai's manufacturing industry-"Implementation Opinions on Promoting Supply-Side Structural Reform, Promoting Stable Industrial Growth, Adjusting Structure, and Promoting Transformation" was officially released today. By 2020, the added value of Shanghai's manufacturing industry will account for about 25% of the city's GDP, and the added value of strategic emerging industries will account for about 20%.

The "Implementation Opinions" regard industry as the main battlefield for supply-side structural reforms, and strive to expand effective and efficient supply. Shanghai focused on optimizing the supply structure, making up for innovation shortcomings, advancing supply-demand coordination, reducing enterprise costs, optimizing the allocation of factors, and deepening system reform, and put forward 27 key tasks.

The key tasks include the implementation of a thousand-item industrial boutique creation plan, a speed-up plan for technological transformation of enterprises, a structural adjustment plan for key industries and key regions, and the promotion of high-end industrial development. Focusing on the promotion of "Made in China 2025" and the construction of science and technology centers, in terms of integrated circuits, high-end equipment, biomedicine, etc., promote the transformation, mass production and application of scientific and technological achievements, and release new momentum for industrial development. Focus on key industries such as automobiles, electronic information, equipment, and biomedicine, increase project investment, and promote sustainable industrial development.

Shanghai strives to reduce corporate costs and enhances development vitality by reducing land, taxes, fees, labor, and energy costs. This year, the social insurance premium rate paid by enterprises will be reduced by 2.5 percentage points, which is expected to reduce the burden on enterprises by about 13.5 billion yuan throughout the year.
